For amateur\noperators in some North and South American countries,\nincluding the USA and Canada, the IARP is the way to\ngo. If the foreign operator cannot obtain an IARP, a\ntemporary Panamanian amateur permit is available. For\nIARP holders, there is also a notification that appears\nto be required - a notice sent to the Panamanian\nDepartment of Communications, part of the Ministry\nof Government and Justice. This information is\nlisted on the Radio Club de Panama web site:\n\nhttp://www.qsl.net/hp1rcp/PANAMA%20AMATEUR%20RADIO%20LICENSING%20INFORMATION.htm\n\nA notification is much simpler than having to apply\nfor a temporary operating permit. Hopefully this step\nis what it appears to be in that link above - a\nformality. This page refers to operating from Panamanian\nterritory, and is silent on the topic of maritime mobile\noperation from a Panamanian-flagged ship. Since a ship\ncan be considered an extension of the country of its\nregistration, this is hopefully not a problem in the eyes\nof the Panamanian authorities.\n\nOn the other hand, I would not expect there is any chance\nof obtaining permission to operate in Cozumel or Mexican\nterritorial waters. In the past couple of years, the\nregulator for amateur licensing in Mexico changed. So far,\nthe new regulator (Federal Telecommunications Institute,\nalso known by abbreviations IFT or IFETEL) has not issued\nnew amateur licenses or permits. IFT has been renewing\nexisting amateur licenses, and even in the past the process\nto get a temporary amateur permit to operate in Mexico was\nnot easy - or cheap.\n\nIn US territorial waters, it is simple. If you have a US\namateur license, or a foreign license recognized by the\nFCC, you can operate.\n\nAll of this, of course, depends on having permission from\nthe ship's captain to use radio gear onboard. I did not\nknow that Carnival has a ham-friendly reputation, but that\nwas mentioned in a presentation given by Allen Mattis N5AFV\nat the 2013 AMSAT Symposium in Houston. Allen talked about\nhis experiences operating from cruise ships and getting\nlicensed to operate from the ships (among other topics).
