Each year, the Dayton Hamvention honors radio\namateurs who have made major contributions to the art and science of\namateur radio. AMSAT Vice President for Human Spaceflight Frank\nBauer, KA3HDO, was named 2017 Amateur of the Year.\n\nThe award citation reads:\n\n“Frank serves as the Amateur Radio on the International Space\nStation (ARISS) international chairman. In the mid-1990s, Bauer\nproposed a GPS reception experiment on the AMSAT Phase 3D satellite\n(AO-40). The experiment was to measure the signal strength of the GPS\nsatellite constellation while Phase 3D was in high-Earth orbit (HEO).\nThe AO-40 experiment subsequently has been cited often in aerospace\nliterature, as it remained the most comprehensive above-the-\nconstellation data source for nearly a decade and led to changes in\nthe system’s specifications and applications. The results of the AO-\n40 experiment jump started a game-changing transformation in\nnavigation at HEO/GEO altitudes, enabling new and exciting missions\nin these orbits.\n\nBauer holds bachelor’s and master’s degrees in aeronautics and\nastronautics from Purdue University. His career in aerospace spans 4\ndecades within NASA and in private industry\n\nBauer has been licensed since 1974. To maximize resources as it pushes the boundaries\nof exploration, the agency is exploring opportunities to take\nadvantage of emerging private sector space capabilities.\n\nNASA released a request for information Monday regarding possible\ncommercial sources to fly limited payloads on planned, non-NASA\nmissions to Mars. The agency will use the responses to gather\nmarket data on the complete spectrum of commercial plans, and\nidentify any excess capacity that may exist for NASA payloads.\n\nFurthering NASA's human deep space exploration goals will require\na significant amount of scientific research, and opportunities to\ncollect data on Mars have been rare.
