    "content": "As many interpretations as this FD rule and its subsection has elicited only\npoints to a badly written rule.\n\nFor the purposed of FD was AO-51 a \"7.3.7.1. ... single channel FM\nsatellite\"?  It's a rhetorical question folks... No replies necessary.
