This means full power beacon with no \ntransponder and no eclipse auto switching.  \n\nOne of the effects of this is that the temperature of the satellite \nwill increase.  This will allow the FUNcube operations team to \nfollow the effects of continuous sunlight more easily and, in theory, \nshould keep the satellite cooler as more energy should be radiated \nfrom the structure as RF.\n\nThey predict that the satellite will start experiencing eclipses \nagain on approximately 7 May 2020. The location will be \nlocated near the airport.\n\nTechnical Presentations & Papers are solicited for presentation at \nthe DCC and for publication in the Annual Conference Proceedings.  \nThe proceedings are published by the ARRL. PSAT2 and BRICSAT2 were developed by \nNaval Academy students in the USNA Satellite Lab and operated in \ncooperation with the USNA Amateur Radio Club. PSAT2 carries a PSK31 \ntransponder, digipeater, SSTV-downlinked camera images, and a DTMF to \nvoice/APRS system. BRICSAT2 carries a digipeater and thruster \nexperiment. Both satellites are currently active.\n\nAt the request of the Naval Academy Amateur Radio Club, AMSAT hereby \ndesignates BRICSAT2 as Navy-OSCAR 103 (NO-103), and PSAT2 as \nNavy-OSCAR 104 (NO-104). WRC-15 decided not to include this as a specific item on \nthe WRC-19 agenda, because it concluded that this matter could best \nbe dealt with by the ITU-R under the standing WRC agenda item 7.\n\n\"Considering that the size of a satellite is independent of the nature\n\nof the service that it is intended to provide, a simplified \nregulatory regime needs to be developed for non-GSO satellites with \nshort-duration missions, independent of the size of the satellite.\n\n\"and\n\n\"Furthermore, it is important to ensure that any satellite radio-\nfrequency operation avoids harmful interference to incumbent and \nauthorized systems and services. Nevertheless, if new allocations to the SOS in these frequency \nbands are considered, they should not put undue constraints on any \nincumbent services.\"\n\nYou can download the complete PDF at\nhttps://www.itu.int/en/ITU-D/Conferences/GSR/2019/Documents\n\n[ANS thanks AMSAT-UK for the above information.]\n\n--------------------------------------------------------------------\n\nSSA Defends 23cm Band Against Galileo Threat\n\nSweden's national amateur radio society, the SSA, has sent a \nsupplementary letter to the communications regulator PTS ahead of the \nnext meeting of the CEPT ECC Conference Preparatory Group CPG-19.\n\nThe SSA report:\n\nAt a previous CEPT meeting (PTA), France has proposed an agenda item \nto WRC-23 that the coexistence between satellite navigation \n(e.g., Galileo) and amateur radio in the band 1240-1300 MHz should be \ninvestigated. The proposal was voted down at the preparatory PTA \nmeeting, but France has now sent letters to the various \ntelecommunications authorities with a request that they now support \nthis proposal at the forthcoming CPG19-9. SSA opposes this.\n\nSSA has therefore sent a supplementary letter to PTS about our 23 cm \namateur band.
