A quick check I have used is to swap the AZ and EL connections on the rotor control box. If the AZ rotor moves using the EL control the problem is in the control box. If it doesn't move I'd do the continuity check of the motor leads, they should match the EL readings pretty close. I had the same thing and the motor had developed an open winding. The end result was I had to rewind one of the motor windings.
