    "content": "It's not proposed legislation...  an experimental license was granted to a \ncommercial satellite builder to operate a downlink on 145.825, in violation of \n97.3(a)(4).  Due to launch delays, the license has expired, but the company has \nfiled an application for an STA to extend the term of the license another 6 \nmonths.
