    "content": "Hi!\n\nIt has already been established that the Carnival Liberty\nis flagged in Panama, not the Bahamas. Bahamian licensing\nis different, and not relevant to the Symposium cruise.\n\nIn addition to obtaining the IARP, a letter must also be\nsent to the Panamanian authorities outlining where and when\nyou would be operating from Panamanian territory. The Radio\nClub de Panama explains this in English at:\n\nhttp://www.qsl.net/hp1rcp/PANAMA%20AMATEUR%20RADIO%20LICENSING%20INFORMATION.htm\n\nUnfortunately there isn't a mailing address, FAX number, or\ne-mail address for that office. I will send an e-mail to that\nclub, asking for more contact information for that office.\n\nAs I mentioned earlier this week, a notification is a lot\nbetter than having to file paperwork for a permit from the\nPanamanian authorities, and especially if a fee is required\n(like with a Bahamaian amateur license). The IARP should be\nsufficient for operation in international waters from that\nship, or if the ship was in Panamanian territorial waters\n(it won't be, for this cruise).\n\nWhen the ship is in US territorial waters, an FCC-issued\nlicense or other license/permit recognized by FCC Part 97\n(CEPT radio amateur license, CEPT novice radio amateur\nlicense, IARP, or licenses from other countries covered\nby other recpirocal operating agreements with the USA)\nwould cover that. The cruise won't spend much time in US\nterritorial waters, for what it's worth.\n\nSince the Mexican licensing authority is not currently\nissuing new amateur licenses or permits, there is basically\nno chance of operating from Mexican territorial waters\nor from Cozumel unless you already hold a Mexican license\nor permit. Mexico does not recognize CEPT or IARP arrangements.\nEven though some countries, like the USA, have a reciprocal-\noperating agreement with Mexico, this does not allow foreign\nhams to operate from Mexican territory without first obtaining\na Mexican permit.
