    "content": "Right. Amusingly enough all respondents pointed me to the exact article I referenced in the first place. My question is around interpretation of the article. \n\nRepeaters are certainly mentioned, but it doesn't say if a contact through the repeater to a terrestrial HAM would count or not. In this case you're not communicating \"with\" the ISS, but communicating back to earth \"through\" the ISS.
