    "content": "97.1 Basis and purpose.-\n\nThe rules and regulations in this Part are designed to provide an amateur radio \nservice having a fundamental purpose as expressed in the following principles:\n\n(a) Recognition and enhancement of the value of the amateur service to the \npublic as a voluntary noncommercial communication service, particularly with \nrespect to providing emergency communications.\n\n(b) Continuation and extension of the amateur's proven ability to contribute to \nthe advancement of the radio art.\n\n(c) Encouragement and improvement of the amateur service through rules which \nprovide for advancing skills in both the communications and technical phases of \nthe art.\n\n(d) Expansion of the existing reservoir within the amateur radio service of \ntrained operators, technicians, and electronics experts.\n\n(e) Continuation and extension of the amateur's unique ability to enhance \ninternational goodwill.\n\nNone of these items say \"this is a hobby\" nor do they allude to \"just having \nfun.\"  I am not trying to say that its just serious in nature, but there is a \nconsiderable amount of personal responsibility and focused effort implied by the \nabove points.  Think seriously about the phrase \"This is a HOBBY people.\"  It's \nnot \"just\" a hobby, although there are many things that you might do with \nAmateur Radio that don't focus on the above points.  The above points are the \n\"reason\" why the FCC lets you have a license and allows us to use the \nfrequencies.
