This is fuel that was unused by the rocket \nand remained in the tanks. The rocket motor was \nshut down before all the fuel was used because the \nrocket had reached a sufficient velocity to attain \nthe required orbit.\n\nI think the fuel is dumped into space because it \nis considered a safety risk to leave it in the \nrocket's fuel tanks.\n\nWhen the fuel is dumped, it does not burn. The \nfuel is visible because it reflects sunlight \nbefore it becomes dispersed. I imagine that the \nfuel is released in liquid form. Surface tension \nprobably forms it into small droplets which \nquickly evaporate.\n\nWhile it looks as though the fuel is being \nsquirted out of the rocket in a jet of fluid, it \nis not and this is an illusion. The fuel is vented \nand the cloud of fuel immediately starts expanding \ninto the vacuum around the craft. In this photo, \nthe rocket is moving from left to right. It is \norbiting and not being propelled by it's motor any \nmore. The fuel on the left of the picture has had \nmore time to expand into space, while the fuel on \nthe right has only just been released. This \ncreates a nice illusion of a jet from the rocket \nbut that is not what is happening in this photo.\n\nThere must be more to the story that this. Even \ndumping the fuel could alter the orbit of the \ncraft, so it would have to be done in a very \nmanaged way.
