Outer Space Treaty, which was ratified  \nand is currently in effect, clearly covers this subject:\n\n\"States Parties to the Treaty shall bear international responsibility  \nfor national activities in outer space, including the moon and other  \ncelestial bodies, whether such activities are carried on by  \ngovernmental agencies or by non-governmental entities, and for  \nassuring that national activities are carried out in conformity with  \nthe provisions set forth in the present Treaty.
