King (R-NY) on May 19 to discuss his \nrecent proposed legislation, H.R. 607, and its impact on Amateur \nRadio. Peter, who resides in King's Congressional District, worked \nfor many months with only assistance from his local Town of Massa-\npequa government to arrange this important meeting.\n\nThe delegation included Mike Lisenco, N2YBB, ARRL Section Manager \nfor New York City/Long Island (NLI), Peter Portanova, WB2OQQ, NLI \nLocal Government Liaison and AMSAT NY Area Coordinator, George \nTranos, N2GA, NLI State Government Liaison (SGL), and Jim Mezey, \nW2KFV, NLI ARES Section Emergency Coordinator (SEC).\n\nPortanova, Lisenco, Mezey, and Tranos spoke about the importance of \nAmateur Radio emergency communications and Portanova, who is the \nRadio Amateur Satellite Corporation (AMSAT) NY Area Coordinator, \naddressed the amateur satellites and its contributions to Science, \nTechnology, Engineering, Mathematics (STEM) education and disaster\ncommunication. Barry Baines, WD4ASW, President of AMSAT, prepared \nan important letter that was delivered to Congressman King, by Peter, \naddressing his concerns of HR 607. Mr. Baines also contributed and \nshared a great deal of information to Peter to allow him to make a \nsuccessful presentation of AMSAT's activities to Congressman King.\n \nCongressman King said that he fully understands and appreciates \nthe importance of Amateur Radio and the Amateur Satellite Service \nfor the contributions it provides to the community, and that he \nwould see to the modification of the bill so that the 420-440 MHz \nband would be excluded from the spectrum to be auctioned. The Con-\ngressman was very receptive to the group and listed Peter Portanova \nas point of contact.\n\n\"The Congressman went on to explain that it was never his intention \nto remove the 70 centimeter band from Amateur use. He further asked \nus to 'get the word out' and inform the Amateur Radio community that \n70 centimeters is not in jeopardy\", said Portanova.\n\nPortanova learned on May 26 that Congressman King has requested the\nHouse Committee on Energy and Commerce to remove section 207, the\nsection covering the auction of the 420-440 MHz and 450-470 MHz spec-\ntrum, from the bill. Sub-Committee Chairman Rep. Walden agreed so \nthe threat to amateur radio access to 70 cm spectrum is no longer\nan issue.\n\nThe ARRL has reported that the Senate companion bill S-1040 with\nsimilar objectives as H.R. 607 does not call for auctioning any \nportions of Amateur Radio spectrum.\n\nAMSAT President Barry Baines, WD4ASW noted, \"Peter is to be commend-\ned for taking the initiative to arrange for this meeting with his \nCongressman on behalf of AMSAT. Using his contacts within the Town \nof Massapequa, NY government, Peter made the appropriate queries to \nschedule the meeting and then sought input from AMSAT to maximize \nthe quality of information presented. He also invited amateur radio \noperators to the meeting with ties to the ARRL as well. The\nthin, 1-inch-square chips are mounted to the external Materials\nInternational Space Station Experiment (MISSE-8) pallet, exposing them\nto the harsh conditions of space to see how they hold up and transmit\ndata.\n\nZac Manchester at Cornell University explained that the chips transmit\nas beacons with 10 milliwatts of RF power at 902 MHz using MSK modu-\nlation (minimum-shift keying) with a chipping rate of 50 kbps. The \nCornell team invites AMSAT satellite operators to collaborate with this \nexperiment to determine conditions in which the low-power signal has \nbeen detected on the ground.\n\nThe Cornell ground station consists of a 18 dBi yagi with a GNU Radio\nand USRP receiver (http://www.ettus.com/products). A significant\nchallenge is that the MISSE-8 pallet the chips are on is mounted on\nthe anti-nadir side of the space station, facing away from the earth.\nThe team is hoping to be lucky to catch some kind of reflection off\nthe ISS structure.\n\nBeyond being able to detect the signal on Earth, decoding the \nmessage requires signal processing. The chips all transmit on the same \nfrequency, each with it's own PRN code. The Cornell team uses these \ncodes to differentiate each one, as well as to provide signal proces-\nsing gain. At Cornell, data is being recorded and post-processed with \na standard PC.\n\nTo track these chip satellites just use the ISS keplerian elements\nbecause they are mounted on the space station.\n\nMason Peck, Associate Professor Mechanical and Aerospace Engineering\nat Cornell University wrote, \"Receiving the full sequence of data per\nse is not of interest, but the mere reception of it (a single digital\nbit, for us), indicates successful transmission. The contact complemented the science curriculum \ncovering physics and astronomy. Local amateur radio operators, experienced \nin satellite contacts, worked with the school's radio club to prepare \nfor this event. Approximately eighty students were in attendance and \nlistened as Garan fielded 14 space-related questions. The first window opened on May 19 \nand will close on July 15, 2011. NASA's Teaching From Space Office\nsays the new proposal process applies only to US schools at this\ntime. Schools in other countries will continue to follow their ex-\nisting process.\n\nA proposal for an ARISS school contact consists of a comprehensive \neducation plan, of which the ARISS contact is one of many components:\n\n+ The proposal should integrate NASA education and ARRL content \n  with surrounding education activities, and include creative ways \n  to maximize the reach of the ARISS contact and the experience for \n  students. \n\n+ The educator must describe the instructional activities and lessons \n  to be engaged in with students as part of the learning and prepara-\n  tion for the ARISS contact.\n\n+ The proposal should include study topics related to space technology, \n  space exploration or space research, as well as Amateur Radio, radio \n  science and wireless communications technology. \n\nARISS astronaut contacts under the new processes will begin in January \n2012 and end in July 2012. ARISS provides opportunities for the school \ncommunity (students, teachers, families and local residents) to become \nmore aware of the substantial benefits of human space flight and the \nexploration and discovery that occur on space flight journeys along \nwith learning about technology and amateur radio.\n\n[ANS thanks ARISS, the ARRL, and NASA for the above information]\n\n/EX\n\n\nSB SAT @ AMSAT $ANS-149.10\nAO-51 Partial Operation Restored\n\nAMSAT News Service Bulletin 149.10\n  From AMSAT HQ SILVER SPRING, MD.\nMay 29, 2011\nTo All RADIO AMATEURS\nBID: $ANS-149.10\n\nAO-51 Partial Operation Restored\n\nAMSAT-NA VP Operations, Drew Glasbrenner, KO4MA reports that partial\noperation has been restored to AO-51. \n\nBecause the Integrated Housekeeping (IHU) computer crashes during each \neclipse turning AO-51 ON requires a manually sent series of commands \nfrom a control station to reload a small housekeeping program stored \non the satellite from ROM, then turning the repeater on, setting the \nmodulation level and turning the RF power down. \n\nAt present, this re-start sequence is being done on afternoon passes \nover North America when the satellite's solar panels are being illumin-\nated by sunlight and it is in range of an available control station.\nAO-51 is being left enabled after the North American afternoon passes \nso stations in Asia may hear it active still on the descending morning \npasses there.\n\nThe crashes prevent Whole Orbit Data from being collected for analysis \non the ground. Analysis of live telemetry indicates that one of the \nNi-Cd battery cells has failed.
