The current radio is a lower-\npower unit that sometimes results in weak signals during ISS-to-Earth\neducational contacts. A new radio system will improve communication\ncapability for students scheduled to participate in ARISS educational\ncontacts and related activities. The new system also would allow\ngreater interoperability between the Columbus module and the Russian\nService Module. The applications of these small\nsatellites vary widely, but all of these satellites have one common\nneed which is Telemetry, Tracking and Command (TT&C). Providing for\nproper TT&C will allow positive satellite control at all times, and,\nwhen combined with ranging capability, may provide for orbit\ndetermination as well which in turn can aid in the tracking of space\nobjects.\n\nAt this moment, the study work under the related agenda item 9,\nissue 9.1.8 which deals with regulatory aspects for nanosatellites\nand picosatellites is finished. The studies have indicated a number\nof difficulties in the application of the Radio Regulations. These\ndifficulties, however, do not justify a change of Articles 9 and 11.\n\nConsidering that most bands currently used for satellite telemetry\nand command such as the 2200-2290MHz SRS/SOS/EESS allocation are\nheavily crowded, the growth in numbers of small satellites launched\noffers new challenges which were not faced before. Therefore, the\nproposal for AI 10 is to invite ITU-R in the forthcoming study period\nto identify additional allocations to the space operation service\n(SOS) within the 137MHz-960MHz range. First, congrats\nto Hector on the Century Award. The Century Award is tough enough to\ncomplete from the East Coast of the United States, but Hector managed\nto complete it from Cuba. He made many of these QSOs with homebrew\nequipment and had the additional handicap of not being able to use AO-\n7's Mode B transponder due to Cuban regulations, so he had to wait\nuntil FO-29 was near apogee on the right passes to make his longest\ndistance QSOs.\n\nSecond, congratulations to Carl on the Sexagesimal Award.
