Members who have\nnot yet received their ballot must contact ElectionBuddy via email to\[email protected]\n\n[ANS thanks AMSAT for the above information]\n\n---------------------------------------------------------------------\n\nFCC Dismisses ARRL, AMSAT Requests in Small Satellite Proceeding\n\nAn FCC Report and Order (R&O) released August 2 in the so-called\n“small satellite” rulemaking proceeding, IB Docket 18-86, failed to\naddress concerns expressed by ARRL and AMSAT. Both organizations filed\ncomments on the FCC Notice of Proposed Rulemaking (NPRM) in the pro-\nceeding last year, seeking changes in the FCCs interpretations and\nprocedures affecting satellites operating on Amateur Satellite Service\nfrequencies.\n\n“These comments address topics outside the scope of this proceeding,\nand we decline to adopt any of the requested rule modifications or up-\ndates at this time,” the FCC said in the R&O. The FCC did mention\namateur satellites in its 2018 NPRM, explaining what they are and\ndescribing the documentation and authorization process, but it did not\nsolicit comments.\n\n“The Commission did not seek comment in the NPRM on any modifications\nor updates to the rules governing Experimental or amateur satellite\nlicensing. The streamlined Part 25 small satellite process adopted in\nthe Order is an alternative to existing license processes and does not\nreplace or modify the authorization procedures for satellites current-\nly contained in Parts 5, 25, or 97 of the Commission’s rules,” the FCC\nexplained. “Nevertheless, we received a number of comments in response\nto the NPRM, particularly regarding the rules applicable to amateur\nsatellite operations, suggesting that aspects of those rules be im-\nproved or clarified.”\n\nIn its 2018 NPRM, the FCC had said, “Because the type of operations\nthat qualify as amateur [is] narrowly defined, an amateur satellite\nauthorization will not be appropriate for many small satellite opera-\ntions.”\n\nIn its 2018 comments, ARRL said it wanted the FCC to preclude exploi-\ntation of amateur spectrum by commercial small-satellite users author-\nized under Part 5 Experimental rules and suggested that the FCC adopt\na “a bright line test” to define and distinguish satellites that\nshould be permitted to operate under Amateur Satellite rules.\n\nARRL’s position was to support and encourage college and university\nAmateur Radio experiments where the sponsor of the experiment is a\nlicensed radio amateur and all operation in amateur spectrum is com-\npliant with Part 97. Part 5 Experimental authorizations for satellites\nintended to operate in amateur allocations by non-amateur sponsors\nshould be discouraged, absent a compelling show of need, ARRL told the\nFCC.\n\nThe International Amateur Radio Union (IARU) announced in 2017 that it\nwould no longer coordinate non-amateur satellite operations unless\ndirected to do so by the national administration, and it adopted new\nsatellite frequency coordination guidelines that require educational\nand university satellites to have an identified amateur component.\nAMSAT’s comments reflected many of the same concerns that ARRL had\nexpressed.\n\n[ANS thanks ARRL and Ray Soifer, W2RS, for the above information]\n\n---------------------------------------------------------------------\n\nChanges to AMSAT-NA TLE Distribution\n\nSpaceTrack is not showing the correct NORAD CAT ID for Raavana-1,\nUguisu, and NepaliSat-1. A DTMF page has been added to\nthe list of links for PSAT2: http://aprs.org/sats.html\n\nSummary: You encode your Grid and callsign into a 16 digit DTMF memory\non your radio. Using narrow band FM, send it on 145.98 with doppler\ncompensation or at the middle of a pass.\n\nPSAT2 assigns a CQ number and acknowledges it by voice and then sends\nan APRS packet that contains the grid. The\nmicrosatellite subsequently was crashed into the moon’s surface after\nhaving completed its mission. DSLWP stands for “Discovering the Sky at\nLongest Wavelengths Pathfinder.” Among other things, DSLWP-B was de-\nsigned to test low-frequency radio astronomy and space-based interfer-\nometry, and it carried Amateur Radio and educational payloads.\n\nThe HF spectrum mission included mapping “RF interference” from Earth\nin the 1 – 30 MHz range by studying its occlusion by the moon during\nlunar orbit. According to Chinese media accounts, this was done to\n“verify the technology of ultra-long wave astronomical observation and\nsolar radiation research.” The onboard detector sensed the spectrum of\nRF radiation at different positions of the lunar orbit.\n\nThe Harbin Institute of Technology (BY2HIT) developed and built the\nDSLWP spacecraft and oversaw the mission. The microsatellite also\ncarried optical cameras from Saudi Arabia.\n\nIn July, a contact between radio amateurs in Germany and China took\nplace on July 1 via LO-94.
