There is no reciprocal agreement between\nthe US and Cuba. At that time he was able toidentify three Volunteer\nExaminers but they lacked the testing materials to test Hector at\nthat time.\n\nFast forward one year to the 31st AMSAT Space Symposium in Houston.\nA few weeks before the Symposium Clayton contacted the AMSAT-BB\nasking for AMSAT members who were ARRL or W5YI VEs to contact him in\norder to see if we might be able to set up a testing session for\nHector. Clayton received many responses and four ARRL VEs stepped up\nto assist the effort. Douglas Phelps K9DLP took the lead as Team\nLiaison and brought testing and filing materials with him. Others\njoining the team included EMike McCardel KC8YLD, Patrick Stoddard,\nWD9EWK, and Jerry Buxton N0JY\n\nLate Thursday evening, rather serendipitously, three of the VEs\nhappened to find themselves in the same place at the same time.\nShortly thereafter Clayton W5PFG, Patrick WD9EWK and Hector also\nhappened by. The team immediately went into planning mode to set up\na time and place to conduct the test, preferably early Friday. Then\ncame the suggestion, why wait, everyone is here, why can't we do it\nnow? When the team asked Hector if now would be good his immediate\nresponse was, \"Yes, yes, NOW!\"\n\nThe team went to their rooms to collect their credentials and\nmaterials and then convened 15 minutes later in a quiet, well lit\narea of the hotel lobby and presented Hector with a copy of the\nTechnician Exam. Hector took and passed the exam. The next morning\nthe exam materials and application were forwarded onto the ARRL VEC\nby means of US Postal Priority mail which assured delivery by Monday\nnoon, in hope that his license would be granted before his return on\nWednesday. At shortly before 3pm CST Monday Hector's license cleared\nthe FCC ULS database and he officially was granted callsign KF5YXV.\nWe can't laud Maria Somma AB1FM and the folks at the ARRL enough\nfor their efficiency.\n\nMinutes after all became aware that Hector had been assigned his\ncallsign, he began working the birds. Clayton reports, \"We had a\nblast on Monday evening through Wednesday working every satellite\npass available to us. He was as exciting to watch as a kid getting\nhis license for the first time.\" Hector adds \"Thanks very much for\nall your help and the great time! Their return flight, landing at\n02:49 GMT (03:49 CEWT), was in the same Soyuz TMA-09M spacecraft that\nflew them to the International Space Station on 29 May.\n\nLuca spent five months on the International Space Station for his\nVOLARE mission under a bilateral agreement with the Italian space\nagency and NASA. He conducted more than 30 scientific experiments,\nperformed two spacewalks and operational tasks as well as maintaining\nthe orbital outpost.\n\nLuca Parmitano has proven to be an enthusiastic and passionate\nradioamateur with great availability for ARISS school contacts. When\nall questions prepared by the students could not be answered during\nthe scheduled pass, Luca used to come back whenever possible to\ncontinue the space talk on the following orbit.\n\nIn terms of ARISS school contacts performed during a single\nexpedition, Luca Parmitano is 4th in ranking of the ISS astronauts.\nLuca expressed his feelings regarding amateur radio in a message\nentitled \"Message in a bottle\", published on the ESA blog.
