    "content": "Matt:\nYou raise a good quistion, which SHOULD be unnecessary, but is not.\n\nIn a perfect world, team leads (they know who they are) would submit.\n\nIn the real world, anybody who expects to make expenditures on behalf of \nEagle and wants reimbursement should make a submission.  Then I and team \nleads can worry about which expenses against which teams.\n\nWe want and need to do a lot of stuff next year.
