I've just downloaded the whole orbit data graph. - It has a nice period of 15 minutes with the transponder in almost constant use.

Confirmed, just monitored it during its pass at 0120Z over Japan (I'm not equipped to transmit to it so I just monitored in the car with a mobile vertical). There were furious clouds of CW coming down.
