[amsat-bb] XW-2 TLE file

Hello

It looks like the pre-lauch TLE file of XW-2 is erroneous.

The checksum number of the first line should < 2 > and not zero as we can read currently.

Maybe the - sign is not taken into account in the calculation ?

This makes some satellite tracking software (Sat_Explorer) rejecting such TLE !!!
