There's no problem with flying a receiver, it's Amateur Band transmitters you can't fly below 7MHz.
Here's a question which hopefully someone can answer.
The natural follow to having a receiver on 135kHz is as you say to retransmit it on 70cm.
Such a system would in theory permit 2-way QSO's to be held via the sat.
Now at what point does a monitoring receiver become a satellite Uplink ?
