Since PFS3-11 is the PBBS, I'd guess that whatever set of characters that shows a packet to be a WX station packet is present and the APRS software is interpreting it as a WX station.

I've noticed APRS transmissions sent from Falconsat on each pass and today one showed up as WX PFS3-11 as a weather station. I'm assuming this is an anomaly?
