Stephen,

The celestrak TLE looks up2date with respects to the element set and revolution number, per the latest space control squadron data.

Here's what I get from nasabare.txt just now:

Bobcat-1
1 46921U 98067RR  21028.50303703  .00009907  00000-0  17081-3 0  9991
2 46921  51.6440 312.5059 0001077 270.0391  90.0475 15.51703786 13110

Here is the Celestrak TLE:

BOBCAT-1
1 46922U 98067RS  21028.16689903  .00013398  00000-0  22393-3 0  9994
2 46922  51.6444 314.0135 0000588 267.5437  92.5486 15.52237632 13027

They give very different positions.

But look, the NORAD designation is different! 46921 is actually SPOC. They names have been swapped in nasabare.txt
