One avenue of attack would be to contact the manufacturer.  It's an electrical device.  It should have been subject to part 15 certification.  The RFI would seem to be an indicator that it's not compliant.  The ARRL can probably provide some assistance as well.  I know they have been helpful with the issue of RFI from grow lights here in Washington.
