I have also experienced that. For a person doing that I would guess that disruption is the whole point. They are not interested in a QSO. It has been difficult, but I keep trying and sometimes succeeding. The discouraging thing is the open mics on 91 and 92, which I am beginning to think is a deliberate act by some disgruntled ham that can't get into the bird.
