I am glad you care enough about AMSAT's future to pay attention to events as they unfold. It appears that you have misinterpreted recent events, however. AMSAT's engineering department is undergoing a reorganization that we hope will allow us to better focus on the results our members have been looking for and improve cooperation among the development teams. There is nothing sinister going on at all.
AMSAT members will be getting more detailed information through the Journal and the engineering mailing lists in the coming days and weeks.
