Try Celestrak: www.celestrak.com.
There is a link to historical data. There's a lot there, but the administrator, T.S. Kelso says that the full archive would be too large to store on line, so if you need something that's not there you can submit a special request.
Haven't tried it yet for Historical data, but Celestrak is a good site for current keps & lots of other interesting stuff.

Which begs the question, where can one find archived keps? AMSAT does not archive the KEPS mailing list, so unless someone on here is a subscriber and
has keps bulletins from that far back, where else can you look?
