I don't think that it is due to ITAR as there are enough Europeans available to complete the satellite. AMSAT-DL is trying to get government funding for the Mars mission (P5A) for which P3E will be a testbed. They haven't made any announcement about securing funding and now the EU appears to be in worse financial shape than the US.

I have not seen any mention of it for a long time and wondering if it is built and ready to launch or has the project been put on "hold" because of launch expenses?
