The interval is a little more than 10 minutes. I received Libertad in the last pass at 1935UTC but now 2118UTC. So I think there is an additional offset per pass ?
I used the Keps for NORAD #31129 and center frequency of 437.245MHz (AFSK, FM). Could decode the packets 3-4 KHz lower.
