The camera is turn on occasionally by ground command. When it is on, the data rate is faster and takes up the entire downlink.

Is the camera turned on? I was planning on using HDSDR and FoxTelem. I think that there are data packets sent as Data Under Voice (DUV) in the audio band from 0 to 200Hz in the same FM channel as the transponder audio. Can you really receive an entire image during a short satellite pass in that little bandwidth? Do other Oscar satellites have cameras?
