Google translate says E/A Fahler is I/O Error in German.  What about running SatPC32 as administrator?  I wonder if the I/O port is protected in some way.
And I'm not sure how it would change the answer, but are you, in fact, using the USB from the 9700 which, as Ant says, creates two serial ports (as opposed to a separate CI-V port that you might have had for a previous ICOM radio)?  You can use CI-V via a serial cable on the 9700, but it means more COM ports to find the right one :-)
