[AMSAT-BB] Pacsat Ground station update

I've released a new version of the Pacsat Ground Station for FalconSat-3. Version 0.38.8 fixes two issues: * Fixes an issue where file hole lists might be too long and the size of a hole might be too large * Has a known bug where the hole list may be zero length and an exception is thrown

If you have not updated (or tried) this recently then the latest version allows arbitrary bytes to be sent to TNCs on start/stop to switch in/out of kiss mode. There was a bug with that logic which I recently fixed. It is also much faster and uploading / downloading files.
