Alas that may be wishfull thinking. Just been reading the Journal of OAO "ISS" No.3, February, 2008 at http://www.iss-reshetnev.ru/images/File/magazin/2008/m3-screen.pdf
and from there it looks like a 145-435 MHz Store-and-Forward system.
