If the station heard it at 13:35, they would select 13:30-13:45.

The call is the person making the report. The UTC listed is the 15 minute time period that the report is from.
A blue "heard" means that both the uplink and downlink was active. A yellow "telemetry only" means only the downlink was active and the transponder was not active.
