Here's something to think about. All through the Mercury, Gemini, Apollo and Space shuttle programs (most of the space shuttle program) there was never additional or off pad lightning protection. The support structure was the lightning rod and with many points of contact with the wet sandy soil near the ocean. That part of Florida is the lightning capital of the world and they knew what protection was required. Now you have to ask yourself, after 50 years of placing man and unmanned spacecraft into orbit, why the additional lightning protection when we're cutting back on launches?
Our manned program will be out of service for at least 10 years and unmanned will only be a handful or just a bit more per year.
