The reason it doesn't work on root is root probably doesn't have the correct path(s).
Predict doesn't need to be run or installed as root for the program to function. It can be installed anywhere.
The first time it runs it will go through the prompts, for the user running the program and create a .predict directory under that users home directory and then each time its run after that it will use the files from that directory.
If the first time you run the program it was as root or with the sudo command then the .predict directory will be created as owned by root and normal users won't be able to update it, so predict will prompt each time it is run..
