The dsp code in PowerSDR, which is also available for Linux as dttsp, does have audio processing in it. It is not broken out but if you (say) wanted to run it as this, you have the source code (GPL) and could simply excise or bypass the IQ signal demodulation and go directly to the audio processing capability. In fact, I encourage somebody to take the stuff and do exactly that.

Does the Flex Radio software support filtering/processing of post-demodulated audio?
I thought that the PowerSDR software did the signal demodulation after the sound card samples the IF signals. But not having used it much, I don't know if there is are audio processing capabilities for audio signals from other radios...
