That simple sentence alters nothing at all regarding campaigns or anything else in the bylaws. It merely says if ONE candidate for a position exists, they’re declared elected by acclamation.

If the list of nominees consists of no more than one nominee for any office or position to be elected, the presiding officer shall declare that nominee elected by acclamation.
