Following the baseball metaphor, the problem is there are too many players on the mound trying to pitch the ball, too many players behind home plate trying to catch the ball, and too many players beside home plate trying to hit the ball out of the park. Of course, there isn't an umpire to be found!
Seems like a lot of the 'players' don't follow the rules, if they knew them, or haven't even bothered to learn the rules!

IMHO, “rovers” are no different than any other satellite operator - whether an experienced grid chaser or a ham trying this for their very first time. There should be no “rules” promoting roving over any others' attempts to work the satellites.
Similar to the steroid controversy in Major League baseball: Should anyone have special rules to give them an edge over established regs?
