JoAnne, I'm using Spacetrack.org for my keps/TLE's so I would assume (yea, I know:-) they are accurate. I will check the HST since it should not have changed much.

I notice the Lon/Lat of the ISS's location is a few minutes different between the two.
It may depend on which keplerian elements you're using. ISS boosted its orbit up an additional ~5 miles or so this week. If you are using pre-boost elements then ISS will appear later than predicted because of the higher orbit.
