NO-83, NO-84, and AO-85 were all launched as secondary payloads on classified missions, so Space Track does not publish keps (and since CelesTrak uses Space Track as its source, it won't have them either).

Interestingly, Heavens-Above does have an old elset which is about a week old and http://www.n2yo.com has it from December 2015.
I haven't had this sort of problem before. Normally If it's up there then it is listed in any number of different places and formats. With only two or three APRS Sats available I thought there would be a ton of interest in this one but it is tricky to find!
