I think, a full duplex repeater will not work. It's like the FM satellites - everyone can hear what is going on - BUT - only very few do it!

The only possible practical SSTV uplink scenarios that I can think of are: 1) Full duplex repeater so everyone can hear whats going on the uplink 2) Completely secret uplink for one station per orbit (assigned like a school contact)
I don't see any possibility at all of a full 40 seconds of clear uplink otherwise...

I believe this would be impractical. There are a number of
satellite
operators that don't read these messages. Of those that do, there are bound to be some who don't wish to comply with the rules for one
reason or
another. If only a hand-full don't cooperate the resulting pandemonium would encourage those that do cooperate to abandon the program or
give up.
If you've ever been in a DX pileup, you'll know what I'm talking about.
