AMSAT-NA isn't the best source for info on P3E; you'll find more immediate info on the amsat-dl website. I found this article quite interesting when it came out in May: http://www.amsat-dl.org//index.php?option=com_content&task=view&id=6...
Apparently the latest AMSAT-DL journal (issue 4 of 2006) has a piece on the systems and components of P3E. (I wonder if the various AMSATs of the world would consider some sort of higher grade of membership whereby one would have web access to the pdfs of all journals. I'd willingly pay an extra $25 for the German and UK ones.)
Don't forget the glorious overview of all satellites at http://www.amsat-dl.org//index.php?option=com_content&task=view&id=4... , which should be authoritative on P3E. It summarizes the first article I provided above, by saying that its launch date is 'late 2007 or Nov. 2008'.
2007 should be a good year for LEO, though: note Delfi C3, Sumbandila and many, many cool cubesat projects are on their way up. 2008 might see P3E, SSETI-ESEO *and* Kiwisat in orbit.
