It sure seems like ICOM does not make it easy to figure out, but there seems to be something useful in the advanced manual page 1-13 and 1-14.  Neither one explicitly says you can store it in a memory once you have it set up, but this feature looks like a superset of a standard repeater setting.  They key seems to be to turn off "Auto Repeater" so you enter your own offset.

I also looked in the software that came with the 9700 and it appears that you can enter any amount for split that you want.  It accepted .751 but I did not try uploading it.   I think I saw that feature in RT-Systems too.

I hope I am hearing what you want, and that this helps...I have not done it.  I've used the ISS Cross-band repeater, but that is just a regular satellite setting (and I use SatPC32 or MacDoppler to set it up for me)

I can set up and operate a custom offset using VFO A and B, but can't store it. The radio only stores the VFO A frequency.

The channel memories do store conventional repeater offsets but I can't figure out how to define a custom offset that could be stored in the same way.That is what I'm asking for help to accomplish.
