Yes, you are right - we have enough chaos on our FM satellites !!! Believe me, I'm one of the fighters for more discipline.
Maybe I understand our hobby a little different. Amateur Radio is for me an experimental hobby. I find it exciting to do new things and learn from it. Digital modes are equal to the analog ones.
If I do an experiment at the outer end of the band, the risk of disturbing others seems to be very low. And if you carefully look at the spectrum ( http://www.dk3wn.info/p/?p=13368 ) during this experiment - you will see that no other station was not even close.
The bandwidth of the FO-29 transponder is 100 KHz. There's room for everybody.

ROS over Fo-29 satellites ???
Now mixed on Fo-29 transponder ssb we have people that working on Ssb....cw... (right) And fm...digital mode....sstv...and now ROS mode also....
...may be we have not enough caos on satellites....
...of course this is my thought...please no flame... but much better to explain how is correct to work satellite following IARU band plane....
