The FO-29 digitalker has not been active in many years. What you are hearing is an Echolink or IRLP transmission from the ground. I'll have to try to copy down the numbers to identify it. It sounds like someone was linking nodes together.
Unfortunately, it's far too common for people to setup Echolink nodes or personal crossband repeaters in the amateur satellite subband and to hear that through FO-29.
What frequency were you hearing it at?
