Hi Scott,
AO-51 has a broad band receiver (think something like an Icom PCR-1000) that can be tuned to 10M. The problem is that the antenna is either one tuned for 2M or 1.2GHz. So---it's very inefficient and not very effective. There have been some short periods of testing, but it's not on the list of "commonly used modes."
There is no HF transmitter on AO-51.

Reading about the satellite and some of the related links I found mentioned something about a 10m uplink budget but no additional information. All other references to the satellite make no mention of any HF component.
Does AO51 have a HF uplink or downlink?
