[amsat-bb] Why is AO-27 not available in the Southern Hemisphere ?

Hi,

Is there someone out there that can explain to me why AO-27 cannot be made available to Radio Amateurs south of the equator ? There are a bunch of operators in South America, South Africa, Australia and New Zealand amongst others who would dearly like an opportunity to operate on this satellite. Is there some valid technical reason it cannot be made available to us for a few days per month ?
