[AMSAT-BB] Anyone gotten a handle on HO-113 (CAS-9, XW-3)?

Seems like low horizon passes the uplink/downlink offset changes drastically (3-6KHz), where high passes seem a lot more stable.

If the Keps were messed up I would expect the opposite observations.

Thoughts? Suggestions?
