Yes, it was the elevation rotor pot. Just have to get it back up on the mast since tests in the shack now look good.

Meters M1 and M2 are analog meters in the Control Box.
Potentiometers VR5 and VR6, located INSIDE the outside rotator and geared to motor movement, changes resistance -- which is measured and reported on the meters M1 and M2.
Dirty or failing potentiometers are common, and required maintenance with heavily used antenna rotators.
