[amsat-bb] FoxTelem patch version 1.03h

I have released a patch to Version 1.03 of FoxTelem. This fixes two minor issues that have been reported to me: 1. The measurements were being displayed incorrectly, so it appeared that they were not being collected. 2. Sometimes a small number of frames were not sent to the sever.

If you are not experiencing these issues, then you don't need to upgrade.

It is only 1 file and you just copy it into the installation directory and overwrite the file that is there. You know it has worked if the version number is now 1.03h.
