Where is the ISS at the time you are hearing this signal? It's been running packet quite often on that frequency. Just a thought.

It's not loud enough to copy with my dipole, because it's still pretty low in the sky to the north (shielded by hills a bit) - but NO-44 seems to be blorting away quite the thing on 145.825MHz. At least, I can't see what else it would be, unless it's some local mobile (unlikely).
